This appears to be a case of the installation instructions not being followed. Please ensure you follow the installation guide before reporting issues: https://github.com/teamneoneko/Cats-Blender-Plugin/wiki/Installation

it looks like both the official CATS plugin and the unofficial version were installed at the same time. These versions do not work correctly together.

Please completely remove both versions of CATS, restart Blender, and then install only the unofficial version.

If the issue persists after following these steps, feel free to reopen this issue with updated details.
